Project Description:

The Legacy Place Development is a multi-use site in Mascoutah along IL Route 4 (Jefferson Street). The proposed development at full build-out is anticipated to consist of retail and an assisted living facility. Ingress to and egress from the proposed development is being sought through the construction of a full-access entrance just north of Grand Prairie Drive.  The project will include widening IL Route 4 to establish a northbound left-turn lane.

Scope of Work:

TWM worked with IDOT on behalf of the developer to coordinate access for the multi-use development. TWM completed a traffic impact study amendment based on a previously approved study approved in 2006 for the proposed entrance along IL Route 4. TWM also prepared an intersection design study for the improvements of the left-turn lane along IL Route 4. Engineers analyzed the traffic impact of the proposed development to the adjacent roadway, including the need for the construction of a left-turn and right-turn lane and traffic signals at the entrance location as may be warranted to accommodate the traffic generated by the new development. This study also analyzes the operating levels of service of the proposed intersection created by the commercial entrance with the adjacent roadway.
