Seibert Road Reconstruction
Road and highway design services were provided by TWM for this Seibert Road project which consisted of reconstructing an oil & chip, mostly rural roadway from the edge of developed Shiloh, Illinois, to IL Route 158, near one of the entrances to Scott Air Force Base. Used by military personnel and civilians commuting to the base, the roadway has become heavily traveled. In addition to the initial corridor study, TWM’s responsibilities for each phase included preparation of the Project Development Report; coordination of public involvement; coordination of utilities relocation; preparation of the plans, specifications and estimates for curb and gutter with a full-depth bituminous pavement; land acquisition services; and construction observation.
This project was unique in that the Village of Shiloh wanted to construct this roadway with 100% local funding. Thus, the project was divided into six “affordable” phases that could be constructed over time and each fit within the municipal budget.
