TWM prepared a comprehensive infrastructure study for the City, in which one recommendation was the replacement of all the old bare steel mains. Some projects were funded from sources such as CDBG grants and SRF loans while others were paid entirely with City funds. TWM prepared master water main plan for phasing of the projects over multiple years. TWM prepared opinion of construction costs used to prepare a budget for the projects and adjust the user rates.
TWM designed water main and service replacements throughout the City. Some areas, including Main Street, were congested with utilities and structures and complicated the design. Directional boring was used to reduce the amount of pavement removal and disruption to traffic. TWM was responsible for grant administration, obtaining construction permits, preparing plans and specs, and construction observation.
